Signing a Memorandum of Understanding for Foreign Researchers, Study Opportunities, Postdoctoral and Foreign Associate Professors between the Ministry of Science, Research And Technology and the Ministry of Cooperatives, Labor and Social Welfare

According to the General Directorate of Public Relations of the Ministry of Science, Research and Technology, Dr. Hossein Salar Amoli, the Acting Minister for International Scientific Cooperation, at the signing ceremony said: Benefit from the capabilities of other countries’ scientific elites, transferring knowledge and technology, and exchanging innovations with foreign researchers faced a serious obstacle, as well as legal ban on issuing temporary work permits for this group of researchers; Therefore, with regard to the request of universities and higher education centers, the issue was placed on the agenda of the Ministry of Science, Research and technology and the committee of Regulations note (a) of Article 64 of the Sixth Development Plan Law.
The Acting Minister for International Scientific Cooperation added: Considering the continuous follow-up of the Minister of Science, Research and Technology and the talks he had with the Minister of Cooperatives, Labor and Social Welfare in this regard, it was decided to form a committee to draft a memorandum and the memorandum signed today is the result of the group’s efforts. Collaborators of the Ministry of Science, Research and Technology and the Ministry of Cooperation, Labor and Social Welfare, especially the Department of Employment of Foreign Citizens of that ministry.
Dr. Issa Mansouri, Deputy Minister of Development and Entrepreneurship of the Ministry of Cooperatives, Labor and Social Welfare, also at the signing ceremony said: “in the present global paradigm the preceding traditional ways are no longer effective and in the future developed country will be recognized by their scientific empowerment.” I am sure this memorandum will have direct and indirect benefits for the development of the country.”
The Memorandum of Understanding on the Issuance of Temporary Work Permits for Foreign Researchers was signed in 7 articles for the study and postdoctoral study opportunities of universities and higher education centers. The purpose of implementing this memorandum is to provide the necessary facilities for the presence and benefit of the capacity of foreign elites, especially Islamic countries, to improve the quality of higher education in the country.
According to the memorandum, the Ministry of Cooperatives, Labor and Social Welfare, at the request of the Minister of Science, Research and Technology, will immediately issue a three-month temporary work permit for foreign nationals and its validity can be extended for two years.
As stated by Article 5 of the Memorandum of Understanding, the institution applying for a work permit for foreign researchers must submit its application to the International Scientific Cooperation Center of the Ministry of Science, Research and Technology in order to complete the necessary steps for the issuance of a license.

Participation of the Director and Deputy Director of International Scientific Cooperation in the virtual meeting “External Challenges and Proposed Solutions”

The meeting “International Scientific Cooperation Challenges outside the ministry and presenting proposed solutions” was held on Monday, 20 July 2020, hosted by the Scientific Policy Research Center of the country and attended by representatives of Shahid Beheshti University.
The meeting was attended by Dr. Karimian, Director, and Dr. Nezamzadeh, Deputy Director of International Scientific Cooperation.
In addition, before the meeting, a brief report entitled “The most important challenges of Shahid Beheshti University in relation to role-playing institutions in the field of international scientific interactions outside the Ministry of Science, Research and Technology” was prepared and sent to the Secretariat of the Scientific Policy Research Center.

Deputy Director of International Scientific Cooperation Directorate participates in the virtual meeting of the “National Committee on International Scientific Cooperation with the Iraqi Kurdistan Region”

The meeting of the “National Committee on International Scientific Cooperation with the Iraqi Kurdistan Region” was held on Tuesday, 21 July 2020, hosted by the University of Kurdistan and attended by Dr. Nezamzadeh, Deputy Director of International Scientific Cooperation as the representative of Shahid Beheshti University.
In this meeting, Dr. Nezamzadeh presented a report on the history of cooperation with the Iraqi Kurdistan universities and scientific centers.
He pointed out that the technical training center of Shahid Beheshti University in March 2020 organized an 8-day training course in Kurdish with the cooperation of the Customs of the Islamic Republic of Iran for 23 managers of the customs of the Iraqi Kurdistan region. He also added the spread of the corona virus has made it difficult to continue the program.
In addition, he mentioned considering the presence of branches of elected American universities in the Iraqi Kurdistan region, he stressed the need for comprehensive planning in order to compete in student recruitment, as well as the organization of student recruitment institutions by the Ministry of Science, Research and Technology and the University of Kurdistan as the leading house for international scientific cooperation with that region.

New Space for the Scientific Cooperation with DAAD

In the webinar meeting of 18 Tir, 1399 between Dr. Hossein Salar Amoli, the Acting Minister for International Scientific Cooperation, and Dr. Christine Hole Schuster, Director of the Scholarship Programmes Southern Hemisphere, German Academic Exchange Service (DAAD), several members of the DAAD and German Foreign Ministry participated. The meeting mainly focused on university cooperation between MSRT and DAAD. Besides, DAAD officials stated that university cooperation with Iran is among the priority of the Germany and its Education and Research Ministry. In following, DAAD announced, it would prepare several suggestions and sign cooperation statement. Also, DAAD expressed its interest to introduce its programs, particularly in academic cooperation in the middle of the COVID-19 Crisis.

The twelfth meeting of the International Scientific Cooperation Committee of Shahid Beheshti University was held virtually

The twelfth meeting of the International Scientific Cooperation Committe of Shahid Beheshti University, with the presence of Dr. Karimian, Director of International Scientific Cooperation Directorate and representatives of faculties, research institutes and centers, was held virtually on Monday, 20 July 2020.
At the beginning of the meeting, Dr. Karimian, announced that more than 350 faculty members of Shahid Beheshti University are graduates from abroad; The prevalence of Coronavirus has provided the potential for faculty members to communicate effectively with their foreign counterparts, faculty members and researchers; Therefore, according to the indicators announced by the Ministry of Science, Research and Technology regarding the promotion of the international position of universities and special attention to holding virtual courses or teaching foreign professors in the form of video conferencing and webinars, this opportunity should be used with the maximum efforts.
In following, Dr. Nezamzadeh, Deputy of International Scientific Cooperation Director, while presenting a brief summary of the results of the 11th meeting of the International Relations Committee, stressed the necessity to prepare and submit reports in a timely manner.
Also, Mr. Goudarzi, the expert of the International Scientific Cooperation Directorate, explained the indicators for evaluating the international activities of universities, a statement from the Center for International Scientific Cooperation of the Ministry of Science, Research and Technology, in order to develop general programs and policies of the university based on these indicators.

Holding a series of summer virtual lectures by the Persian Language Training Center (PLTC)

The Persian Language Training Center (PLTC) intends to hold a series of lectures in the summer (Mondays at 11 AM) to promote the general knowledge of those interested in the fields of studies related to Iranian studies and Persian language and literature.

These programs are going to be held using prominent Iranian and non-Iranian professors and researchers in Persian, Arabic, French and German languages and with the aim of attracting diverse audiences and also reminding the importance and position of Shahid Beheshti University in the field of humanities and teaching Persian language.

Rising the ranking of Shahid Beheshti University in the latest Leiden 2020 ranking system

Announcing the above news, Dr. Babak Shokri, Vice president for Research and Technology, said: Shahid Beheshti University in the latest Leiden 2020 ranking system in the authority criterion compared to the previous ranking of this system in 2019, with 25 steps, won the position of 599.

Dr. Shokri added: Shahid Beheshti University was ranked 694th in the criterion of diplomacy and free access, raised 23 steps, and in the criterion of gender diversity, raised 15 steps and ranked 723.

The Vice president for Research and Technology of the University stated: Leiden is one of the valid university evaluation systems that evaluates and ranks the top universities in the world every year based on valid scientometric indicators. In 2020, the world’s universities were ranked by 20 indicators in the form of four general criteria of scientific authority, scientific diplomacy, open access to publications and gender diversity in Leiden. These evaluations used the scientific products of universities in the years 2015 to 2018 from the Web of Science database.

Dr. Shokri said: “the results of the 2020 ranking of the Leiden ranking system shows, 36 universities from Iran were included in the total of 1176 top universities in the world, while in 2019 this number was equal to 26 universities.”

Meeting of the Iraqi cultural advisor with the head of Shahid Abbaspour Technical and Engineering Campus

Dr. Amjad Hamid Muzaffar, Cultural Advisor of Iraq and the accompanying delegation, visited the Shahid Abbaspour Technical and Engineering Campus of Shahid Beheshti University on Wednesday, 15 July 2020, and had a friendly meeting with Dr. Borzoyi, the head of the Campus.
In this meeting, Dr. Rashidi, head of the specialized training center; Mr. Ganji, International Affairs Advisor to the head of the Campus and Dr. Abedi were also attended.
At the beginning of this meeting, Dr. Rashidi presented a comprehensive report on the capabilities of the University Specialized Training Center; Then Dr. Borzoi presented a report on scientific, educational, research and professional capacities and workshop and laboratory facilities, accommodation, culture, sports and services of Shahid Beheshti University, especially Shahid Abbaspour Technical and Engineering Campus and stated: According to the infrastructure of Shahid Abbaspour Campus and also due to our good relationship with the water and electricity industry, energy and environment and the exciting potential, we are fully prepared to cooperate in attracting and admitting international students and holding technical courses and joint projects between Iraqi universities and the water and electricity industry and Shahid Beheshti University.
In this meeting, the two sides discussed about the nature of bilateral relations and the mechanisms of admission and admission of Iraqi students and short-term technical courses at Shahid Beheshti University.
The two sides also continued meetings and talked about the development of scientific cooperation, technology, technical engineering services and the possible path to provide the needs of higher education, and technical skills of universities, higher education centers, research institute and executive organizations in Iraq due to excellent relations between the two neighboring countries. They emphasized the cultural, religious and geographical interests of the two countries.

Holding a consensus meeting on scientific cooperation with Germany in the context of the corona virus pandemic and post-corona conditions

A consensus meeting on “Scientific Cooperation with Germany in the Conditions of the pandemic Corona Virus and Post-Corona Conditions” was virtually held on Tuesday, 14 July 2020, from 10:00 AM to 12:00 AM.

The meeting was attended by Dr. Hooman Liyaghati, Professor of the Environmental Sciences Research Institute and a pundit in the field of international scientific cooperation with Germany, and Dr. Nezamzadeh, Deputy of  Director of International Scientific Cooperation, as representatives of Shahid Beheshti University; Dr. Liyaqhati, while enumerating the capacities of scientific cooperation with Germany at the time of the outbreak of virus Covid 19, emphasized on maintaining and expanding communication in the Past-corona era. He also considered the personal communication of Iranian faculty members with German faculty members as the most successful way in the current situation, considering the special prevailing conditions in the scientific community of that country, and also offered suggestions on facilitating this kind of communication with Germany.

It is essential to mention that this meeting was hosted by Iran’s University of Science and Technology, as the leading house for international scientific cooperation with Germany.

The twelfth meeting of the “committee on International Scientific Cooperation” will be held as a webinar on Monday, 20 July 2020 from 10:00 to 12:00 AM.

It is essential to mention that the twelfth meeting of the International Scientific Cooperation committee is the second consecutive meeting of the working group that is held virtually.
